The lowest world is heavier than the middle one, and the topmost is a lot lighter. That is why they do not mix easily. It is possible to fly (by many means) to the lower edge of the top world and maybe even further. Likewise it is possible to dig all the way to the caves of the giants. They are deeper than the caves of the Undergrounders.
